I can trace this back to my first attendance at a Branch meeting, when John Matthews ruled from the Chair that my statements were not to be recorded and when at his instigation they voted against recording that Anne had raised the issue of gender imbalance in the GP election campaign. Owen Clarke can vouch that this biased Minute-taking was an issue in the Dispute Resolution at the time of the previous Branch secretary, as it clearly breaches GP norms of fairness and respect.
